The Council consists of 6 Councillors who are elected by ward, Waioeka -Waiotahi, Opotiki and the Coast ward, and the Mayor who is elected at large. A Coast Community Board represents the interests of the residents in the Coast ward.

The Trust’s overall purpose is to increase the social and economic well-being of the community of the Opotiki District.
The Trust will aim to achieve its purpose by carrying out the following functions:
- receiving grants and bequests
- distributing grants
- any other function which the Trustees determine is in keeping with the Trust's purpose.
